La Gazzetta dello Sport says Milan are eyeing the 21 year-old as they seek a new defensive signing.
The Republic of Ireland international has been watched by Milan, which have been informed he can be signed for 15m.
Milan are keen this month, though are open to waiting until January.
He has made 52 appearances for Norwich across all competitions and also has six international caps to his name.
