AICS program institutionalization pushed

SEN. Bong Go has issued a call for more institutionalized crisis support systems following the Senate’s approval on second reading of Senate Bill (SB) 1966, which seeks to formalize the Assistance to Individuals in Crisis Situations (AICS) program.

​The proposed measure aims to make assistance more consistent, efficient, and readily available, particularly for vulnerable sectors during times of crisis.

Go emphasized the urgency of ensuring that aid reaches Filipinos facing emergencies and unforeseen hardships without delay.

He noted that his position is rooted in firsthand observations from visits to disaster-stricken communities, where he witnessed victims pleading for timely help.

“Give priority to the poor. Don't use this for politics, especially for disaster victims,” Go said in Filipino. "True concern, no one is chosen, no one is favored, and no politics are involved. Do not be selective. I told you, you who said, you said, every life is important to the DSWD (Department of Social Welfare and Development)."

Currently implemented by the DSWD, the AICS program provides financial, medical, burial, transportation, and other forms of assistance to individuals in distress. Institutionalizing the program into law would ensure its continuity regardless of changes in administration.

“The AICS program was established in 2014 with the noble intention of providing immediate and necessary support to those affected by calamities and sudden hardships. This is a financial assistance for the Filipinos in crisis. This is very clear — Assistance to Individuals in Crisis Situations,” said Go, who is both author and co-sponsor of the bill.

​Go added that he has been in continuous dialogue with the DSWD, urging the agency to streamline processes, eliminate red tape, and ensure fair distribution of aid.

“In fact, I have always emphasized that aid should reach the poor immediately, without delay, discrimination, or politicization. I have also encouraged them to expedite their validation process and prioritize qualified beneficiaries,” he said.

The bill, sponsored by Sen. Erwin Tulfo, includes provisions penalizing unlawful acts such as misuse or abuse of the program, along with funding mechanisms to support its implementation.
