Aminuddin urged the authorities to take appropriate legal action against each Exco member involved.
PETALING JAYA: Former Negeri Sembilan Menteri Besar Datuk Seri Aminuddin Harun has described the Negeri Sembilan state executive councillors’ (Exco) statement concerning the removal of Tuanku Muhriz Tuanku Munawir as Yang di-Pertuan Besar of Negeri Sembilan as an act of treason.
Aminuddin urged the authorities to take appropriate legal action against each Exco member involved.
He said that under the Negeri Sembilan Constitution (UUTKNS), the Exco did not have the authority to make any decision concerning Tuanku Muhriz’s position.
“The Dewan Keadilan dan Undang (DKU) convened on Sept 13 and issued its decision on Sept 14.
“Among other things, the decision reaffirmed that the proclamation (concerning Tuanku Muhriz’s removal) was invalid and void from the outset,” he said in a statement.
The Port Dickson MP said the state government had publicly stated that the proclamation document did not comply with the process and procedures stipulated under Article 10.
He said it had also been stated that the proclamation was invalid, unconstitutional and could not be implemented.
“However, seven days later, the same Exco members decided that the proclamation had been duly completed and had taken effect.
“This change in position is difficult to understand, particularly as under the UUTKNS, Exco members have no authority to make any decision concerning Tuanku Muhriz’s position,” he said.
Aminuddin further said the DKU had convened on Sept 13 and reaffirmed that the proclamation was invalid and void from the outset, and that Tuanku Muhriz remained the sole Yang di-Pertuan Besar of Negeri Sembilan.
However, he said questions had arisen over the announcement issued by the Exco through a media statement on Sept 16, which stated that the proclamation was only completed under Article 10(2) when the Menteri Besar signed the document on Aug 3.
“The same announcement also stated that a successor had been selected on April 19 under Article 11.
“A successor cannot be selected while the position is still occupied,” he said.
As such, Aminuddin said he did not recognise the announcement and maintained that Tuanku Muhriz remained the Yang di-Pertuan Besar of Negeri Sembilan.
He also revealed that the proclamation document had been submitted to him for signing on April 20, 2026, when he was still the Menteri Besar.
“However, I refused to sign the document for reasons that I had publicly stated at the time.
“I stressed that the state government could not accept or recognise the actions of Mubarak Dohak (the disputed Undang of Luak Sungai Ujong), who was involved in the proclamation process and purportedly completed it on April 19,” he said.
He said this was because Mubarak was no longer the Undang of Luak Sungai Ujong and the action did not comply with the requirements of Article 10 of the UUTKNS.
Therefore, he said, the same matter could not be resubmitted to another Menteri Besar.
“This is because no full and comprehensive investigation had ever been conducted as required under Article 10(1) of the UUTKNS.
“The statement by the Undang of Luak Johol in an affidavit filed in support of the judicial review application dated July 17, 2026 (Civil Suit No. WA-25-201-07/2026) further reinforces my position on April 20, 2026,” he said.
Aminuddin alleged that the Undang of Luak Johol had made an untrue statement in a supporting affidavit dated July 17.
“He stated that I had attended a meeting on March 5, at the Balai Undang Sungai Ujong and claimed that a full and comprehensive investigation, as required under Article 10 of the UUTKNS, had been conducted at the meeting.
“This claim is an outright falsehood. No full and comprehensive investigation was ever conducted in my presence as claimed, and this was among the reasons I refused to sign the proclamation document dated April 19,” he said.
He added that no allegations had ever been brought against Tuanku Muhriz, nor had the Ruler been given an opportunity to respond to any allegations.
“This constitutes a serious violation of the principles of natural justice,” he said.
