Andy Burnham latest: Prime minister-in-waiting to pledge to be ‘unashamedly Labour’ when he becomes party leader

Andy Burnham will pledge to be “unashamedly Labour” when he takes over as Labour Party leader from Sir Keir Starmer on Friday.

The newly elected Makerfield MP will be confirmed at a special conference in London at around midday, just days before he is set to become prime minister.

In a bold speech outlining his vision for the country, he will also promise to undo Margaret Thatcher’s economic legacy, warning that “Britain took a series of wrong turns in the 1980s” when “political power was centralised and economic power privatised”.

Mr Burnham was confirmed as Labour’s next leader this week after he secured the backing of 349 Labour MPs and trade unions linked to the party.

However, he will have to wait until Sir Keir formally recommends him to the King as his successor on Monday before he is coronated as prime minister.

Meanwhile, speculation is mounting over who Mr Burnham will choose to appoint to his Cabinet. Sources suggest Shabana Mahmood could be his pick for chancellor, but he has so far remained tight-lipped over his plans.

Reform falsely claims Andy Burnham has not built any social housing in Manchester as mayor

A Reform mayoral candidate has falsely claimed that Andy Burnham has not built any social housing in Manchester during his nine years as mayor.

Sian Astley, who is standing in the race to be the next Greater Manchester to replace Mr Burnham who resigned to stand as an MP, told the Reform UK podcast on 6 July 2026: “I think there are over 20,000 households on the Manchester housing register, and they haven't built social housing for decades".

Podcast host, Ray Addison, responded, saying: "Obviously, he's been mayor of Greater Manchester for 10 years. One might have thought he'd have made a bit more progress with that."

But official government figures, analysed by The Independent, show thousands of social and affordable homes have been built across the region during Mr Burnham's tenure.

IMF urges Andy Burnham to avoid public spending hikes

An influential global organisation is urging Andy Burnham’s incoming government to avoid increasing public spending in the face of pressures such as rising household energy bills.

The International Monetary Fund (IMF) published a new report on the UK as Mr Burnham prepares to take the reins as the country’s new prime minister.

The Washington-based fund, which has around 190 member countries, said the Government should try to stay focused on its plans to grow the economy and stabilise debts in a more volatile world prone to shocks.

“This calls for a cautious approach to new fiscal pressures: the authorities should be very selective in accommodating new demands and reprioritise, while sticking to the deficit reduction plan,” the report read.

“Future spending reviews should focus on reallocating resources across departments, rather than increasing total spending.”

In particular, it urged the government’s response to the Iran war energy shock to remain “tightly targeted, temporary and budget-neutral”.

Badenoch says Burnham must back oil and gas drilling

Incoming prime minister Andy Burnham should back increased drilling for oil and gas “if he has any common sense”, Conservative leader Kemi Badenoch has said.

She claimed the former Manchester mayor, who is due to move into Downing Street on Monday, could raise billions of cash for public services by opening up more developments in the North Sea.

Mrs Badenoch added that Sir Keir Starmer could still be PM if he had “overruled” his Energy Secretary, Ed Miliband, on the issue and given the go-ahead to new oil and gas fields.

She spoke out on the issue as she returned to Aberdeen – where the Tories last month won a Westminster by-election.

The party captured the Aberdeen South seat that had previously been held by former SNP Westminster leader Stephen Flynn – who now sits as an MSP at Holyrood – with Mrs Badenoch making several campaign visits to the area.

She said that by-election had been a “referendum on drilling for oil and gas in the North Sea” as she insisted: “If Andy Burnham has any common sense he will allow drilling for oil and gas in the North Sea.”

New prime minister will not ‘change UK-Ukraine dynamic’, Keir Starmer vows

The UK’s support for Ukraine “will not waver” and the prime ministerial transition will not “change that dynamic”, Sir Keir Starmer has said on his final visit to Kyiv while in office.

The outgoing prime minister met Volodymyr Zelensky in the Ukrainian capital on Thursday, just hours after a series of Russian strikes that killed two and injured six, including a teenager.

He also used the trip to pledge 300 million euros (£255 million) to help fund fighter jets to strengthen Ukraine’s air defences while supporting some 5,000 jobs in the UK.

Sir Keir’s visit comes on his final full day as Labour leader.

Andy Burnham will take over the party leadership at a special conference in London on Friday before entering Downing Street on Monday.

That handover of power would not change the relationship between the two nations, Sir Keir said at a press conference at Mr Zelensky’s official ceremonial residence.

Who has backed Andy Burnham for the leadership?

Andy Burnham has won the support of hundreds of MPs as well as several key Labour-affiliated unions needed to become the Labour Party leader.

He secured the backing of 349 Labour MPs earlier this week, meaning it is impossible for any other candidate to gain the 81 endorsements needed to challenge for the Labour leadership.

The TSSA transport union, Aslef, Community, GMB, Unison, Fire Brigades Union, Unite and shopworkers’ union Usdaw have also endorsed him.
