
KUALA LUMPUR – The Anti-Bullying Tribunal Bill is set to be tabled in Parliament this December, with the government having consulted children for the first time in the lawmaking process, according to Datuk Seri Azalina Othman Said, Minister in the Prime Minister’s Department (Law and Institutional Reform).
Speaking after the Anti-Bullying Town Hall Session: #GenerasiTanpaBuli, Azalina shared that the law, which aims to tackle bullying, is expected to be ready for Parliament by December, as the MADANI government has committed to delivering it during this session, Bernama reported.
“The Bill will be ready this December, as promised by the government. By early November, we will present a Cabinet paper detailing the input and findings from the nationwide town hall sessions on bullying. The Cabinet will then make a policy decision based on this,” Azalina stated.
The town hall session, which included students from the Ministry of Education, was attended by Education Minister Fadhlina Sidek.
Azalina explained that the government is currently exploring the most effective mechanisms for addressing bullying at various levels, including the possibility of setting up two distinct tribunals: one for those aged 18 and above and another for younger individuals.
“We are still exploring the best approach, but I believe that tribunals, being faster than courts, may be a more effective solution,” she said.
The Minister emphasised the importance of incorporating the views of children into the legislative process, noting that students' insights would help refine the Bill and ensure its success.
“Since children are the primary users of this law, it’s essential to consider their perspective,” Azalina added.
Another town hall session is planned with the Higher Education Ministry to gather input from university students aged 18 and above.
At the session, 130 students representing various federal territories and states provided valuable feedback to aid in the drafting of the Bill.
Earlier, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi confirmed that Azalina had been given six months to present a proposal on the Bill’s draft to the Cabinet. - October 6, 2025
