Anwar announces 7%-15% pay hikes for civil servants

PUTRAJAYA: Civil servants will be getting salary increments of between 7% and 15% under the new Public Service Remuneration System (SSPA), says Prime Minister Anwar Ibrahim.

Civil servants in top management will receive a 7% wage hike while those categorised as implementers, managers and professionals will see a 15% pay increase.

Anwar said that considering the country’s challenging economic situation, the salary increments will be implemented in phases and will only apply to civil servants who have opted for the SSPA scheme.

Phase 1 will be on Dec 1 and Phase 2 will be on Jan 1, 2026.

Read more Civil servants categorised as implementers, managers and professionals will receive a 8% increase in Phase 1 and a 7% increase in Phase 2, while those in top management will receive a 4% increase in Phase 1 and a 3% increase in Phase 2.

However, Anwar warned that the pay hikes will only be granted to those who are performing well at their jobs.

Those who are slow, lazy and negligent will not be guaranteed raises, even if they have been in the civil service for 20 years, he said at the 19th Civil Service Premier Assembly at Putrajaya International Convention Centre today.

Those who perform well will receive raises, even if they have been in the civil service for less than 10 years. I hope all public servants accept this reality. We can no longer continue with old practices.

Anwar, who is also the finance minister, said the government has allocated more than RM10 billion for the salary adjustment, which will be applicable to all civil servants.

He said a performance-based incentive will be provided to officers categorised as implementers who have completed at least six years of service, equivalent to one annual salary increment for the officer’s current grade.

Meanwhile, officers from Grade 41 to Grade 48 (in the management and professional group) will be eligible for a one-off promotion if they meet the required duration and criteria.

This one-off promotion is only applicable if there are available vacancies, he said.

Anwar said officers qualified as subject matter experts will be recognised for their expertise.

Focus will be given to seven new priority areas: artificial intelligence (AI), cybersecurity, digital transformation, food technology, energy transition, national boundaries, and disaster management.

He also said eligible army veterans will receive a RM200 increase in their cost of living aid, from RM300 a month currently.

We hope this will motivate the civil service to strive for the best for the nation, he said.
