Prime Minister Datuk Seri Anwar Ibrahim refuted claims that the Madani rice initiative would solely favour businesses that already dominate the market. Anwar, also serving as the finance minister, emphasized that the proposal to merge local white rice and imported rice into a single category would actually limit the influence of such firms.
"We are reducing the cartel's interference. This will be discussed at the next Naccol meeting," Anwar stated, referring to the National Action Council on Cost of Living.
Anwar's response came after Umno Youth chief Akmal Saleh suggested that the Madani rice proposal would primarily benefit businesses already in control of the market rather than consumers. Akmal, who is also the Merlimau MP, expressed concern that the proposal would adversely impact the local rice industry if implemented.
He urged the government to prevent "cartels" from blending local white rice with imported varieties and instead focus on enhancing local rice quality, without favouring cartels and adding to the people's burdens.
The Madani rice concept was introduced by Bukit Gantang MP Syed Abu Hussin Hafiz, one of six Bersatu MPs who have pledged support for Anwar. Syed Abu, appointed chairman of the Task Force (Food Cluster) in Naccol, revealed that the government plans to unify white rice under a single category, termed Malaysian Madani White Rice, in place of distinguishing between local and imported white rice in the domestic market.
He also announced that the government would establish maximum prices for white rice at RM30 for 10kg, RM15.50 for 5kg, and RM3.50 for 1kg packs.
Anwar informed reporters on February 16 that Naccol would convene to decide on rice price controls this week. Malaysia's rice production is insufficient to meet domestic demand, a situation exacerbated by the global rice shortage following India's decision, as the world's largest producer, to limit rice exports since July 2023.
Anwar emphasized the government's commitment to addressing the challenges faced by the local rice industry, including the issue of insufficient production. He stressed the importance of ensuring that consumers have access to affordable and high-quality rice.
"We are aware of the challenges faced by our local rice industry, and we are working to address them. The Madani rice initiative is part of our efforts to ensure that consumers have access to affordable and high-quality rice," Anwar stated.
He also highlighted the need to tackle the issue of cartels in the rice market, noting that their activities have been a longstanding concern. Anwar reiterated the government's determination to curb cartel activities and ensure fair competition in the market.
"We are committed to addressing the issue of cartels in the rice market. Their activities have been a concern for a long time, and we are taking steps to address them. We want to ensure that there is fair competition in the market and that consumers are not exploited," Anwar added.
The Madani rice initiative is part of the government's broader efforts to address the cost of living and ensure food security for Malaysians. Anwar reiterated that the government is focused on implementing policies that benefit the people and strengthen the economy.
"We are committed to implementing policies that benefit the people and strengthen the economy. The Madani rice initiative is part of our efforts to address the cost of living and ensure food security for Malaysians," Anwar concluded.
Anwar Ibrahim's comments come at a critical time when Malaysia, like many other countries, is grappling with the impact of the global rice shortage. The shortage, exacerbated by India's decision to limit rice exports, has put pressure on countries like Malaysia, which rely on imports to meet domestic demand.
The Madani rice initiative, with its aim to unify white rice under a single category and set maximum prices, is seen as a step towards ensuring a more stable and transparent rice market in Malaysia. By addressing issues of cartel intervention and promoting fair competition, the initiative aims to benefit both consumers and the local rice industry.
The proposal to set maximum prices for white rice is particularly significant as it aims to make rice more affordable for Malaysians, especially low-income households. This move aligns with the government's broader efforts to address the cost of living and ensure that essential goods remain accessible to all.
Overall, Anwar Ibrahim's dismissal of the notion that the Madani rice initiative would only benefit market-controlled businesses underscores the government's commitment to promoting fair competition and safeguarding consumer interests. As Malaysia navigates the challenges posed by the global rice shortage, initiatives like Madani rice are crucial for ensuring food security and affordability for all Malaysians.
