While tabling the second reading of the bill in the Dewan Rakyat, Anwar highlighted how the nation’s financial history carried episodes of costly failures and abuses, beginning from the Maminco debacle in the 1980s to the collapse of Bank Bumiputera, followed by massive forex losses, the downfall of Perwaja, and the global controversy surrounding 1MDB. More recently, he noted, the Jana Wibawa programme added to this record of mismanagement, leaving no doubt that reforms were no longer optional but had become a national necessity.
He argued that the bill is designed to ensure integrity in the management of public funds, setting a new benchmark for governance. According to Anwar, Malaysia could no longer afford to repeat the same mistakes, and introducing a legal framework that enforces accountability was essential to prevent future abuses.
The prime minister further underlined that the culture of awarding contracts through direct negotiations must end, as such practices had opened doors to leakage, cronyism, and abuse of power. He assured that the government was committed to eradicating these weaknesses, even though the reforms faced resistance and obstacles.
Anwar also expressed hope that the entire administrative machinery would fully comply with the law once enacted, noting that only through obedience and discipline could the dignity of the nation be restored. He emphasized that efforts to dismantle cartel monopolies in areas such as eggs, poultry, vegetables, and even medicines were already underway, though the journey remained challenging.
The Government Procurement Bill 2025, which contains 12 parts and 93 clauses, aims to place full responsibility on those handling procurement financed by public funds. It is seen as a comprehensive step towards closing loopholes that allowed decades of questionable deals and scandals to thrive.
Anwar concluded that this bill was not just about fiscal management, but also about safeguarding the trust of the people. He insisted that Malaysia’s path forward must be built on accountability, transparency, and a collective resolve to end the cycle of corruption and mismanagement once and for all.
