The Serbian wants a new challenge at this stage of his career.
Milinkovic-Savic has been with Lazio since 2015, but believes he can play at an even higher level.
According to Il Corriere dello Sport, the 27-year-old has no interest in renewing his contract with Lazio.
He wants to move on in the summer, with Arsenal linked to his signature.
Lazio will look for a fee of around 44.5 million this summer for the 6ft 4in star.
