With a British record 105m deal for Declan Rice being thrashed out between the two clubs, Arsenal are also keen on teammate Johnson.
The Sun says the Gunners are weighing up a swoop for the defender.
Arsenal manager Mikel Arteta is in the market for a new fullback and Johnson, who counts as a homegrown player, fits the bill.
