The Gunners have had a £25m offer for the Argentine turned down, but are returning with a new £30m bid.
Arsenal boss Mikel Arteta is attracted by Martinez's versatility.
The Athletic reports Arsenal believe Martinez can offer competition to established left-sided centre-back Gabriel Magalhaes while also providing cover for Kieran Tierney at left back.
Martinez was an understudy to Cristian Romero and Nicolas Otamendi last year as Argentina won the Copa America.
