However, they will delay making a formal offer for the youngster.
Arsenal wish to close a deal for West Ham captain Declan Rice before focusing on Lavia as their next midfield addition.
Transfer expert Fabrizio Romano reports: "Timing of new bid not clear yet but it's guaranteed that Arsenal won't stop on this one.
"No plan to bid for Romo Lavia until they get Rice deal sealed."
