It's undeniable. Malaysia's oil reserves are depleting. The imminent reality is an oil-free future and an inevitable energy transition. The horizon looks challenging for oil and gas entities. Numerous firms grapple with dwindling oil and gas prospects in Malaysia.

Indeed, Economy Minister, YB Rafizi Ramli, urged Oil and Gas, Services & Equipment (OGSE) stakeholders to embrace the energy transition at the OGSE Blueprint unveiling in February 2023.

By 2050, EVs will dominate, sidelining combustion vehicles. OGSE giants like Petrofac, SapuraKencana, and KingTime International face stiff competition in Malaysia.

This stark crossroad offers two paths: innovate or outmanoeuvre rivals to thrive.

OGSE's Reliance on PETRONAS

For OGSE entities in Malaysia, PETRONAS is paramount. It's been their primary revenue source for ages, shielding them from need to innovate amidst fierce global competition.

While PETRONAS' Vendor Development Programme (VDP) propelled the ascent of Malaysian OGSE firms, success became a double-edged sword for some. Indeed, growth often led to complacency for several.

After two decades, Malaysian OGSE firms falter on the global stage due to capital constraints and reduced efficiency, especially when juxtaposed with global OGSE counterparts. KingTime International, alongside the underperforming SapuraKencana, relied heavily on PETRONAS contracts for decades during their foundational years.

Navigating Challenging Waters

What's the recourse when hope seems distant?

With the political scene in flux, prominent OGSE players with political ties are fading from prominence.

As oil reserves wane, the urgency to adapt prompts drastic measures arise.

Some OGSE firms face mounting losses, while others now resort to legal battles as alternate revenue streams. All legal and above-board.

Consider this recent tussle.

KingTime International Ltd holds two Malaysian patents (Patent 898 and Patent 500) linked to offshore oil production. KingTime licensed these to Gryphon Energy (Asia-Pacific) Sdn Bhd. The shared ownership between KingTime and Gryphon raises ethical eyebrows.

In court, KingTime and Gryphon accused Petrofac E&C Sdn Bhd (“Petrofac”) of patent breaches. Petrofac retorted, challenging the patent's validity. The dispute, favouring KingTime, culminated in a settlement.

Despite the victory, KingTime's proprietor seems unsatisfied, hungry for more.

Now, KingTime is legally challenging PETRONAS, the Sepat Field's project overseer.

The legal outcome, scrutinized by the Federal Court, has piqued public interest, especially with allegations against PETRONAS's President, Tan Sri Taufik.

Narratives Shape Perceptions

Truth be told, narratives have great influence, and Malaysia's OGSE sector is marred by internal politics and continuous political melodrama amidst instability. Crafted narratives, sometimes half-truths, shape public opinion, masking Malaysia's growing economic challenges.

While PETRONAS enjoys global acclaim, it navigates a politically charged, race-centric domestic environment.

Regardless of anyone's stance, PETRONAS remains Malaysia's crown jewel, contributing immensely to national prosperity that we should all be thankful for.

Yet, some opportunistic OGSE players continue to blatantly exploit PETRONAS for personal gain, casting a bleak shadow of doubt over the entire industry.

Sadly, in this case, the aphorism “facts tell, stories sell” rings all too true,

The KingTime-Petrofac-PETRONAS legal saga offers a snapshot of the present scenario as Malaysia's oil reserves diminish, hinting at ever-shrinking OGSE opportunities.

The short of it is: desperate times call for desperate measures.
