The Sun says he would have pushed the IFAB to review its rules.

The body would have agreed to several changes concerning the freedom of goalkeepers facing penalties, which should be operational from next season.

With these new rules, delaying the shots on goal, interfering, or even distracting the shooters, will now be sanctioned.
