ATM Turmoil Does Not Define the Force, Anwar Says as Defence Policy Signals Fresh Start

Prime Minister Datuk Seri Anwar Ibrahim has stressed that recent allegations of misconduct and corruption involving the Malaysian Armed Forces (ATM) should not be taken as a reflection of the institution as a whole, emphasising that the majority of personnel continue to serve with professionalism, discipline and integrity.

Speaking at the launch of the National Defence Industrial Policy (DIPN) at the Malaysia International Trade and Exhibition Centre (MITEC) in Kuala Lumpur on January 21, 2026, Anwar likened the controversy surrounding the ATM to a rare and temporary natural phenomenon. He noted that isolated crises, though disruptive, should not overshadow decades of dedicated service by officers and soldiers across all ranks.

The prime minister conveyed his appreciation to members of the armed forces who have consistently upheld their duties despite the uncertainty caused by ongoing investigations. He expressed confidence that the current episode would pass and urged personnel to remain steadfast in their commitment to national service, highlighting that Malaysia’s economic stability and progress are closely tied to the peace and security maintained by the defence forces.

Anwar also acknowledged that the controversy had drawn attention not only domestically but internationally, making it all the more important for the government to address the situation decisively while preserving the reputation of the institution. He stressed that allegations involving a limited number of individuals should not be allowed to damage the credibility and standing of the wider military community, particularly those who have demonstrated exemplary conduct over the years.

The prime minister further described the timing of the DIPN launch as significant, noting that the long-delayed policy could serve as a catalyst for reform and renewal within the defence sector. According to him, the new policy framework is intended to modernise the defence industry, strengthen governance, and restore confidence following the recent turbulence faced by the ATM.

He added that the policy’s implementation, along with the lifting of certain operational constraints, was expected to introduce a new approach to defence management and industrial development. This, he said, would help reinforce Malaysia’s strategic capabilities while ensuring greater transparency and accountability.

Anwar expressed hope that the measures outlined under the DIPN would prevent negative perceptions from taking root and instead offer renewed optimism for the country’s defence landscape. He underscored that addressing weaknesses openly, while recognising the sacrifices and integrity of the majority, was essential for moving forward.

The event was also attended by Defence Minister Datuk Seri Mohamed Khaled Nordin, signalling the government’s unified stance in steering the defence sector through the current challenges and towards long-term institutional strengthening.
