
THE rigorous process of the 5th round of the government’s Green Energy Auction Program (GEA-5), the first competitive bidding exclusively for fixed-bottom offshore wind (OSW) technology, has started, the Department of Energy (DOE) said on Monday.
Fixed-bottom OSW technology refers to wind turbines that are physically anchored to the seabed using permanent, rigid foundations. This is the most mature and widely used OSW technology, typically installed in shallow waters 50 to 60 meters deep.
Registration of interested participants began yesterday, March 2, and ends on March 16.
This will be followed by the pre-bid evaluation period on March 17 until July 26 with the posting of the list of qualified bidders.
The pre-bid conference period will then run from July 6 till July 24.
The auction proper will be conducted from July 27 until Sept. 8.
In conjunction with the auction proper, a validation of submitted bids will likewise be conducted by GEA officials starting Aug. 8 till Sept. 11.
The notice of award, submission of post-auction documents, and issuance of certificate of award is on Sept. 14.
Winning bidders will formally receive their respective certificates of awards on June 24, 2027.
GEA-5 is a major phase in the government’s pursuit of a more sustainable energy future for the country, the DOE said. It aims to expand the share of renewable power in the national energy mix, strengthen grid reliability, and enhance long-term energy security.
It was formally launched on Nov. 25, 2025 with the issuance of the notice of auction and terms of reference, followed by a supplemental TOR published last Jan. 29.
On Feb. 27, the Energy Regulatory Commission issued a reserve price for GEA-5 through Resolution 05, series of 2026, setting the ceiling price for bid offers.
GEA-5 offers an instillation target of 3,300 megawatts, with the projects scheduled for delivery between 2028 and 2030.
