LAOAG, Ilocos Norte — The military exercise being conducted by the Philippines, United States and allied partners in northern Luzon does not target anyone and is not in preparation for any possible foreign invasion, the Armed Forces of the Philippines (AFP) said Monday.

Troops from the Philippines, US and Japan knocked down air, land and sea targets in an integrated firepower targeting human dummies, mock vessels and training drones during the Exercise Balikatan 41-2026.

The AFP confirmed that the exercises are strategically and uniquely situated in areas that heighten awareness and response to the security situation in the West Philippine Sea (WPS).

However, it maintained that the drills are not pointed at anyone specific.

“This exercise is part of the annual Balikatan activities. It intends to promote interoperability, not just inside the Armed Forces of the Philippines, but working with allied countries like the United States and Japan. So this is a joint and combined training exercise,” Lieutenant General Aristotel D. Gonzalez, commander of the Northern Luzon Command, said after the live fire drills.

Tension between China and Taiwan is rising due to Beijing’s intensified efforts to unify the self-governed island with the mainland, which it considers a breakaway province.

The Philippines and Taiwan are separated by the Luzon Strait, specifically the Bashi Channel, a narrow, deep waterway located between Taiwan's southernmost point and the northernmost island of Batanes.

Ilocos Norte is situated in the northern part of Luzon, putting it in proximity to the Bashi Channel, which serves as a vital maritime passage.
