Barcelona coach Xavi admits he needs new signings after their Joan Gamper Trophy win against Tottenham.
Barca won 4-2 on Tuesday night, with Ansu Fati warned he won't be a guaranteed starter.
"He is training well, like Ferran Torres, but until 31 August we cannot say anything, because we have a fair play issue," revealed Xavi.
"We have to reinforce well. The sporting department and the president know that. We'll see what fair play allows us to do."
However, Xavi insists all his players will be registered for the league opener at the Coliseum Alfonso Prez, against Getafe: "The board is reassuring me about the registrations"
Xavi was also asked about PSG star Neymar's return: "I can't say anything about names. I said something last year and they got angry."
