Despite warnings from LaLiga president Javier Tebas over any planned summer spending, Barca remain keen on Bernardo.
Sport says Barca will make a move for the Portugal international at the end of the season, knowing City are willing to sell.
However, City's 65m valuation is regarded as too steep.
