The Dutchman's sale is expected to be announced on Friday.
Bara and Atltico have already agreed on the basis of the agreement - all that remains is to tie up the final details. The player has been in Madrid since Wednesday waiting for his transfer to be confirmed.
Memphis, who had six months left on his contract with Bara, goes to Atletico for just over 3 million euros plus 1m in add-ons.
He will sign a contract with Atltico to 2025.
