THE Bureau of Fisheries and Aquatic Resources (BFAR) showcased its innovation-driven programs and rapid response initiatives during the celebration of its 79th anniversary on July 1.

Under the theme "Ahensiyang Aksyon Agad" (An Agency that Acts Promptly), the BFAR underscored its commitment to deliver timely interventions that protect fishing communities from rising production costs, climate-related challenges, and environmental threats while strengthening the country's food security.

"BFAR is an agency that listens, responds, delivers, and places the needs of the people at the center of its work," BFAR National Director Elizer Salilig said.

Salilig emphasized the bureau's vital role in ensuring a stable food supply, creating livelihood opportunities for fisherfolk, and safeguarding aquatic resources against destructive fishing practices.

He noted that the fisheries sector continues to face mounting pressures from climate change, environmental degradation, shifting global market requirements, and increasing food demand.

"Climate change continues to affect fisheries production and aquatic ecosystems. Environmental degradation threatens critical habitats. Global market requirements continue to evolve. And the growing demand for food compels us to further strengthen production while ensuring sustainability," Salilig said.

"These realities call for a BFAR that is responsive, adaptive, and forward-looking — one that does not wait for problems to escalate into crises but continuously innovates, collaborates and improves," he added.

Among the bureau's flagship initiatives is the accelerated Fuel Assistance to Fisherfolk Program, which provides P3,000 in fuel subsidies to help small-scale fishers cope with rising fuel prices and global energy volatility.

As of June 2026, more than 96,000 beneficiaries had received assistance, representing 65.71 percent of the program's target.

BFAR has expanded investments in climate-smart and energy-efficient aquaculture facilities to improve the long-term sustainability of the fisheries sector.

At its technology station in Tanay, Rizal, the bureau reported a 60 to 70 percent reduction in electricity consumption after shifting to solar energy.

BFAR said the renewable energy model is now being replicated across hatcheries and seven National Technology Centers.

The agency is supporting the establishment of solar-powered water impounding facilities and hybrid solar ice plants to minimize post-harvest losses and maintain fish quality in off-grid coastal communities.

To strengthen fisheries production, BFAR continues to distribute high-quality fish seeds, promote resilient aquaculture species such as crayfish and ulang, and operate 12 culture laboratories and 68 nurseries nationwide in support of the Philippine Seaweed Industry Roadmap 2027–2031.

The bureau continues to distribute fiberglass fishing boats through the FB Pagbabago initiative and establish Community Fish Landing Centers aimed at reducing post-harvest losses and increasing the income of local fisherfolk.

In line with its environmental protection efforts, BFAR launched the Malinis at Masaganang Katubigan Program this year to promote marine stewardship and reinforce enforcement against illegal fishing.
