The American, who owns the club alongside Behdad Eghbali, has been criticised for his decisions since taking charge.
However, The Telegraph states that Eghbali is the one who ultimately calls the shots at the club.
Boehly was not behind the big decisions to sack coaches Thomas Tuchel and Graham Potter last term.
As Eghbali is the joint-founder of private equity fund Clearlake Capital, he has the most control at the club.
Boehly has been the public face of the ownership group, but may not have intense involvement in day to day decision making.
