
The government's initiative to exclude negligent, underperforming, and undisciplined teachers from the time-based promotion system is crucial to maintaining the quality and productivity of educators in line with their grades. This move has received strong support from the National Union of Teaching Profession (NUTP) president, Aminuddin Awang, who emphasized that it ensures only genuinely qualified teachers are promoted.
Aminuddin pointed out that even under the current system, time-based promotions are tied to excellence and not granted automatically. "We conduct evaluations by the head of the department, and for promotions, we look at criteria such as marks and performance," he stated at the NUTP Golden Jubilee Celebration Ceremony.
Earlier, Prime Minister Datuk Seri Anwar Ibrahim, while officiating the event, affirmed the government's acceptance of the principle of time-based promotion. However, he stressed that this facility would be excluded for teachers who underperform or are negligent. The event also saw the attendance of Education Minister Fadhlina Sidek, Public Service Department (PSD) director-general Datuk Seri Wan Ahmad Dahlan Abdul Aziz, and Selangor Menteri Besar Datuk Seri Amirudin Shari.
Aminuddin detailed the progression under the time-based promotion system: graduate teachers on grade DG41, after eight years, advance to grade DG44. Another eight years leads to DG48, followed by six years to DG52, and three years later to DG54. He also urged the government to maintain or enhance time-based promotions under the forthcoming Public Service New Remuneration Scheme (SSPA).
He highlighted that this system is one of the government's best initiatives in a long time, benefiting approximately 450,000 educators nationwide. Without a time-based system, many teachers would stagnate in their careers. For instance, a teacher starting at grade DG29 could retire at the same grade after 33 years without promotion opportunities.
The NUTP, established in 1974 from the merger of the National Union of Teachers (NUT) and Kesatuan Kebangsaan Guru-Guru Sekolah Kebangsaan, Malaysia Barat (KKGSK), serves as a union for the teaching profession, advocating for the rights and professional advancement of educators.
