The ongoing discussion between Singapore and Malaysia regarding the purchase of two land parcels affected by the redevelopment of Woodlands Checkpoint (WCP) remains in progress, as stated by Malaysian High Commissioner to Singapore, Datuk Azfar Mohamad Mustafar. While it seems logical for Singapore to acquire the land, the decision ultimately rests on whether Malaysia intends to sell or exchange them, a practice both countries have engaged in previously.
Azfar mentioned that Singapore formally requested to purchase the freehold lands totaling approximately 2.3 acres last year. However, Malaysia is still deliberating the matter, with the relevant authorities yet to provide feedback on the proposal. He clarified that all government-owned land abroad is under the jurisdiction of the Federal Lands Commissioner.
While Azfar proposed a land swap as an alternative solution, he emphasized that the final decision lies with the federal government. This process mirrors a similar land swap agreement reached between Singapore and Malaysia in 2010, which resolved the acquisition of Malayan railway land in Singapore.
The redevelopment of WCP by the Singapore Immigration & Checkpoints Authority (ICA) aims to alleviate chronic congestion at the land crossing with Malaysia, with plans for operationalization by 2028. Extensive feasibility and technical studies have been conducted to determine the optimal land requirements for future demands, which necessitates land acquisition and reclamation.
Regarding Malaysia's land ownership in Singapore, Azfar mentioned the presence of federal-owned land pockets, including an acre in Holland Village. However, he clarified that this excludes land owned by the state of Johor in Singapore.
In summary, while Singapore awaits Malaysia's decision on the proposed land purchase, both countries continue to engage in discussions to address infrastructure needs and enhance cross-border connectivity. The outcome will reflect the longstanding cooperation and diplomatic relations between Singapore and Malaysia.
The successful resolution of this matter holds significance for the future development and collaboration between the two nations, paving the way for more mutually beneficial agreements and projects. Additionally, it underscores the importance of diplomacy and negotiation in resolving territorial and infrastructural issues between neighboring countries in the region.
