
THE Bureau of Corrections (BuCor) on Monday confirmed that convicted retired Army Maj. Gen. Jovito Palparan remains confined at the New Bilibid Prison (NBP) in Muntinlupa City, amid questions raised in a recent filing before the Supreme Court by the families of desaparecidas Sherlyn Cadapan and Karen Empeño, both University of the Philippines students.
BuCor Director General Gregorio Pio Catapang Jr. issued the clarification following media inquiries about a manifestation dated June 9, submitted by complainants Erlinda Cadapan and Concepcion Empeño.
The complainants were concerned over reports that Palparan may no longer be detained at the NBP and could have been transferred to another facility.
Catapang denied the claims, saying no transfer order or movement record had been issued or documented for the retired general.
He noted that inmate transfers — particularly for high-profile convicts —require strict procedures and complete documentation.
Any movement of persons deprived of liberty within BuCor facilities is governed by established protocols to ensure transparency, accountability, and proper custody tracking, he said.
Palparan was convicted in 2018 and sentenced to reclusion perpetua for his role in the kidnapping and serious illegal detention of Cadapan and Empeño, who disappeared in 2006 in cases widely regarded by human rights groups as enforced disappearances.
