IN his presentation of Budget 2026, Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim declared that bullying is a “silent crime that must be ended,” committing to introduce an Anti‑Bullying Act within this parliamentary session.
He said that across ministries, efforts will be mobilised to address harassment in schools, universities, workplaces and online: the Education Ministry will roll out a SAFE anti‑bullying framework; higher education institutions will enhance campus safety; Counseling services will be expanded under the Women, Family and Community Ministry; and a “Safe Internet” campaign will raise digital awareness among schoolchildren.
Youth groups such as Rakan Muda will lead grassroots campaigns against bullying.
On cyber threats and scams, Anwar revealed plans to draft a new Cybercrime Act. NACSA will establish a Cybersecurity and Cryptology Development Centre to strengthen national digital sovereignty.
The National Scam Response Centre (NSRC), now directly operated by the Royal Malaysia Police (PDRM), receives a RM12 million allocation for faster handling of financial fraud.
The PDRM’s D11 unit will be enhanced to combat online sexual offences against children, with RM20 million allocated to modernise digital forensic systems and launch a Behavioural Science Unit to analyse criminal patterns. - October 10, 2025
