Budget 2027: Health Allocation Rises to RM47.7 Billion, Permanent Posts Planned for Doctors

Malaysia will raise the health allocation to RM47.7 billion under Budget 2027, from RM46.5 billion previously, while offering permanent appointments to more than 9,000 contract doctors and increasing incentives for nurses and paramedics.

Prime Minister Datuk Seri Anwar Ibrahim announced the measures while tabling Budget 2027 in the Dewan Rakyat on Friday.

Anwar said the government remains committed to offering permanent medical officer positions to future doctors after they complete housemanship. More than 9,000 contract doctors are expected to receive permanent posts in 2027, a move intended to improve workforce stability in public healthcare.

The government will also increase the post-basic incentive allowance for 47,000 nurses and paramedics carrying out demanding field duties. The monthly allowance will rise from RM100 to RM200.

The air health service incentive payment will more than triple to RM100, according to the announcement.

Licensing applications for private healthcare facilities will be fully digital from 2027 through the newly developed e-CKAPS portal. The system is expected to reduce application processing times by up to 65%.

A new insurance scheme, MediAsas, will be launched in January 2027. Employees Provident Fund members aged below 55 will be able to use their Account Sejahtera savings to pay MediAsas premiums.

Small and medium enterprises with fewer than 75 employees will receive a RM200 subsidy per worker for first-year MediAsas premiums. The subsidy will be capped at 50 workers per company and is expected to benefit up to 200,000 workers.

Total assistance for persons with disabilities will increase to RM1.5 billion. The monthly allowance for special needs education students will rise from RM150 to RM200, benefiting an estimated 150,000 students, including children with autism.

The income eligibility threshold for the Allowance for Working Disabled Persons, or EPOKU, will be raised from RM1,700 to RM2,000.

Assistance for senior citizens will rise to RM1.3 billion next year, benefiting nearly 200,000 recipients.

Individual tax reliefs will also be expanded to cover medical expenses, care for parents and grandparents, sports equipment, education and skills training, and lifestyle expenses.

Sabah and Sarawak will continue to receive the largest federal allocations among the states, at RM18.7 billion and RM16.2 billion respectively.
