The introduction of a RM2,500 minimum monthly salary for fresh graduates and semi-skilled workers - announced under Malaysia's Budget 2027 - marks a major shift from a flat low-tier safety net to a differentiated wage structure that accounts for formal education and qualifications. It forces employers to stop treating the statutory minimum wage as a default starting salary for basic degree holders, shifting market expectations toward skill-and qualification-based compensation. The Ministry of Human Resources (Kesuma) is being tasked with dealing the specific enforcement mechanisms, corporate scope, and transition guidelines for businesses. It is in line with International Labor Organization (ILO) Minimum Wage Policy serves as a universal regulatory framework.

It was most appropriate for TRAXXfm Morning Show invited the Chair, Technical Committee of the National Wages Consultative Council, Emeritus Professor Tan Sri Dr. Anuwar Ali, the former Vice Chancellor, Universiti Kebangsaan Malaysia (UKM) for an engaging conversation on the topic “Budget 2027: Minimum Wage, Graduate Salaries & The Future of Work”. The eminent economist said, “When the new Minimum Wage is implemented mid 2027, its implementation must be properly monitored so that the well-being of every unskilled, semi-skilled worker, and fresh graduate, will be taken care. The policy is aimed to protect vulnerable workers against unduly low pay, guarantee an equitable share of economic progress, ensure a living wage, and systematically reduce poverty.”

Tan Sri Anuwar shared with me, “This MW policy is preparing our Malaysian workforce for the future of work which is a major transition toward human-AI collaboration, fluid skills-based roles, and complex workplace dynamics. Driven by macro economic pressures and rapid technological evolution, global labor markets are pivoting away from traditional, static job structures. Recent data and projections from the ILO & Organization for Economic Co-operation & Development (OECD) revealed several core macro shifts shaping the global workspace moving from Specialist to Generalist.”
