Malaysia will increase its overall allocation for persons with disabilities (OKU) to RM1.5 billion under Budget 2027, benefiting more than 300,000 recipients through enhanced financial assistance, special education support and improved care services.

Prime Minister Datuk Seri Anwar Ibrahim announced the measures when presenting Budget 2027 in the Dewan Rakyat, including an increase in the monthly allowance for caregivers of bedridden persons with disabilities and patients with chronic illnesses from RM500 to RM600. The RM100 monthly increase aims to ease the financial burden on families caring for individuals who require continuous assistance, specialised attention and long-term care.

What Is the Bantuan Penjagaan OKU Terlantar (BPT)?

The Bantuan Penjagaan OKU Terlantar (BPT) is a monthly financial assistance programme provided by the Department of Social Welfare (Jabatan Kebajikan Masyarakat, or JKM). The assistance is intended for caregivers looking after bedridden persons with disabilities (OKU), bedridden elderly individuals and patients with chronic illnesses who require continuous care. In certain circumstances, eligible patients may receive the assistance in their own name.

The programme recognises the responsibilities of family members and caregivers who provide care at home. It aims to help cover essential care expenses and daily living needs. Under the Budget 2027 announcement, the monthly allowance is set to increase from RM500 to RM600, subject to the implementation of the announced measures.

Who Is Eligible to Apply?

Applicants must meet the following eligibility requirements:

  • Malaysian citizenship: Applicants must be Malaysian citizens residing in Malaysia.
  • Eligible applicant categories: The application must fall under one of the following categories:
    • A caregiver looking after a bedridden person with a disability (OKU) or a bedridden chronic illness patient.
    • A patient with a chronic illness who is not bedridden but requires continuous treatment for at least three months.
    • A bedridden OKU or chronic illness patient who has no caregiver, or whose caregiver is not a Malaysian citizen. In such cases, the assistance may be provided in the patient's own name.
  • Household income: The total monthly household income must not exceed RM5,000.

Applicants should ensure that they meet the relevant conditions and prepare supporting documents to facilitate the assessment process.

How to Apply for the OKU Care Allowance?

Eligible individuals and caregivers can contact the Department of Social Welfare (JKM) to enquire about the BPT application process. Here are the recommended steps:

1. Check your eligibility

Confirm that you meet the citizenship, residency, applicant-category and household-income requirements.

2. Prepare the necessary documents

Applicants should bring copies of the relevant supporting documents to the office, including:

  1. Applicant's MyKad – Front and back copies.
  2. Identification documents of household members – Copies of MyKad, MyKid or birth certificates for family members living in the same household only.
  3. OKU card or temporary registration slip – Required for applicants with disabilities, where applicable.
  4. Death or divorce certificate – If applicable.
  5. Proof of income – An income statement, an income verification letter from the employer or a declaration letter.
  6. Reports from relevant agencies – Such as the National Anti-Drugs Agency (AADK), police or prison authorities, if applicable.
  7. Utility bill for address verification – A copy of one utility bill, such as water, electricity, telephone or Astro.
  8. Project proposal and quotation – Required for applications for grant assistance.
  9. Medical confirmation and equipment quotation – For applications involving artificial limbs or assistive devices, applicants should provide treatment confirmation, a supporting letter or recommendation from a doctor or medical specialist, together with a quotation for the required equipment.

Applicants should prepare the documents relevant to their individual circumstances and check with their District Social Welfare Office if they need clarification on any additional requirements.

3. Contact JKM

Visit or contact your nearest JKM district office to obtain the latest application forms, submission procedures and document requirements. You can also visit the official JKM website at https://www.jkm.gov.my for information about social welfare assistance.

4. Submit your application

Complete the relevant forms and submit them together with the required supporting documents through the channels specified by JKM.

Important: Attend the JKM Office Within 14 Days

Applicants who submit their applications online must visit the relevant District Social Welfare Office (Pejabat Kebajikan Masyarakat Daerah) within 14 days of submitting the online application.

Applicants must attend the office in the district selected in their application. Failure to do so will result in the application being automatically cancelled by the system.

Supporting Caregivers and Families

Caring for a bedridden family member or a person with a chronic illness can involve significant financial and emotional responsibilities. The proposed increase to RM600 per month would provide additional support to eligible families and recognise the important role caregivers play in ensuring the well-being of vulnerable individuals. For the latest information on eligibility, applications and payment arrangements, applicants are encouraged to contact JKM directly or visit its official website.
