Burnley have made an offer for PSV Eindhoven winger Johan Bakayoko.
Bakayoko has attracted interest from several Premier League clubs this summer.
But TMW says the Clarets have now made a firm move for the attacker, offering 20m to PSV.
But the Dutch giants deemed the offer too low and returned it to sender.
Burnley are expected to try again for Bakayoko before next week's transfer deadline.
