Calabarzon’s SME story

SMALL and medium enterprises (SMEs) have been recognized as the backbone of the Philippine economy, playing a crucial role in sustaining growth and development across the country.

SMEs are key drivers of growth by generating employment opportunities for millions of Filipinos. From small retail shops and local manufacturers to service providers and startups, these businesses help reduce unemployment and improve the standard of living in both urban and rural areas.

Unlike large corporations that are often concentrated in major cities, SMEs are spread throughout the country, allowing economic benefits to reach communities outside the National Capital Region.

Based on Philippine Statistics Authority data, the Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) region is the country’s leading economic performer after recording 7.6-percent growth in gross regional domestic product. The region’s thriving SME sector stands as a vital force behind its resilience, growth and continued economic momentum.

This milestone reflects Calabarzon’s vital role in supporting the Philippines’ economic recovery and long-term development, driven by sustained and dynamic activity across key industries and sectors including manufacturing, services, trade and other productive enterprises.

People may wonder how Calabarzon was able to achieve a significant increase in gross regional domestic product. It did not happen by chance — the growth was the result of strong coordination and strategic initiatives led by local government units (LGUs).

Through proactive leadership, LGUs in Calabarzon have introduced and implemented various programs aimed at strengthening local industries, supporting small and medium enterprises, attracting investments and improving infrastructure. These have helped create more jobs, boost productivity and enhance the overall business environment across the region.

In addition, a collaboration between the government, private sector and local communities played a crucial role in sustaining economic momentum. By focusing on inclusive development, innovation and accessibility, Calabarzon has been able to extend economic opportunities not only to major cities but also to developing areas.

Key programs and initiatives include the Kapatid Mentor ME Program, a mentorship and training initiative for entrepreneurs designed to guide individuals in developing and strengthening their businesses. It provides structured support in identifying suitable business opportunities that align with their skills, interests and market demand.

Through expert guidance, capacity-building sessions and practical business coaching, participants are equipped with the essential knowledge and tools needed to establish, manage and sustain a viable enterprise.

Another is the MSME Digitalization Program, which became significant during the Covid-19 pandemic when businesses struggled to survive due to restrictions and limited physical operations.

The program helps SMEs navigate the e-commerce sector and expand their businesses beyond traditional markets. It also guides entrepreneurs on how to develop effective branding strategies and create visually appealing product designs to attract consumers.

By improving their knowledge in digital platforms, marketing and product presentation, SMEs are better equipped to enhance their competitiveness, increase customer engagement and establish a stronger presence in both local and online markets.

Meanwhile, the One Town, One Product Next Gen program, launched in Aug. 24, 2023, and managed by the Department of Trade and Industry, supports farmers in developing the quality and value of their agricultural products, enabling them to become more competitive in the market.

Beyond enhancing productivity, it also seeks to create more livelihood opportunities for local communities by strengthening the role of SMEs. Through collaboration between farmers and SMEs, agricultural products can be better processed, marketed and distributed, resulting in increased income for producers, while also contributing to local economic development and job creation.

The continuous growth of SMEs has played a vital role in strengthening the Philippine economy, particularly in the Calabarzon region. Through the support and initiatives introduced by LGUs, small entrepreneurs were given greater opportunities to expand, innovate and contribute to economic development.

As the pandemic accelerated the shift toward digital platforms, e-commerce emerged as a lifeline for many SMEs. Through digitalization programs, entrepreneurs were able to understand online selling, digital marketing, branding and e-commerce operations, allowing them to continue their businesses despite the challenges brought by the crisis. This transformation not only helped businesses adapt to the “new normal,” but also enabled them to reach wider markets beyond their local communities.

The success of Calabarzon reflects how strategic programs, innovation and strong collaboration between the government, private sector and local communities can drive sustainable and inclusive economic growth. More importantly, it highlights how embracing digitalization and e-commerce during the pandemic became a powerful tool in helping SMEs recover, grow and remain resilient in an ever-changing economy.
