CAP urges halt to traffic summons discounts

THE Consumers' Association of Penang (CAP) has called on the government and police to immediately end the practice of offering discounts on traffic summonses, saying it undermines respect for the law and promotes reckless driving.

CAP president Mohideen Abdul Kader criticised the 70 per cent discount scheduled from November 1 to December 30 as "a mockery of the law." He said repeated concessions send a dangerous message that breaking traffic regulations carries little consequence. "Offenders can simply wait for the next round of discounts to settle their dues at a fraction of the original penalty," he said.

Home Minister Datuk Seri Saifuddin Nasution Ismail recently announced the discount period, noting it would be the final special offer before a new standardised compound payment system is introduced next year. He encouraged motorists to take advantage of the scheme.

Mohideen said the leniency compromised road safety and eroded public confidence in law enforcement.

"It also creates an unfair situation for law-abiding motorists who pay their fines promptly. Law-abiding motorists are penalised for doing the right thing while habitual offenders are effectively rewarded.

“This inconsistency discourages compliance and fosters a culture of irresponsibility among road users," he added.

He urged the authorities to focus on consistent enforcement, road safety education, and reliable penalties to restore public trust in the legal system. - October 29, 2025
