
CEBU-BASED groups supporting former President Rodrigo Duterte will hold a political rally on Thursday, Jan. 29, 2026, during the ASEAN gatherings, despite Gov. Pamela Baricuatro’s urging to avoid public demonstrations during the regional forum.
Former congressman Mike Defensor confirmed he will join the rally, which a riders group and local counterpart groups are organizing in Cebu.
In an interview on Wednesday, said he plans to participate in the protest actions.
Defensor said the rally will air grievances over alleged government corruption, call for the unblocking of impeachment complaints against President Ferdinand Marcos Jr. and highlight concerns over Duterte’s detention.
He added that the groups want to send a message to Asean state members and partners and make international observers aware of the Philippines’ political situation.
Defensor described the protest as a form of freedom of expression, saying citizens have the right to voice concerns even during international events.
The planned rally contrasts with Baricuatro’s repeated appeals for Cebuanos to refrain from rallies, caravans, noise barrages, and other major public demonstrations during the Asean meetings.
In a Facebook post earlier that day, Baricuatro, herself a known staunch Duterte supporter, called on residents to cooperate and maintain discipline to ensure the summit runs smoothly.
She warned that protests could disrupt traffic, strain security forces, and compromise Cebu’s image as a peaceful and capable host for international delegates.
Baricuatro emphasized that hosting the summit successfully goes beyond a two-day event.
She encouraged citizens to show “calm strength, hospitality, and respect for others” while supporting organizers, security personnel, and workers involved in the event.
