The Senegal international was expected to sign for Chelsea at the beginning of the week.
However despite the delays, TMW says Jackson will make the move to Stamford Bridge.
Chelsea will meet Jackson's 30m buyout clause in Villarreal's contract.
And Jackson is due in London for a medical.
