The Holland international only moved to Inter a year ago from PSV Eindhoven.
However, La Gazzetta dello Sport says Inter have opened the door to selling Dumfries this summer.
Chelsea have been informed they can sign Dumfries for €40m.
Blues management believe the price excessive, but will continue negotiations.
