The 16 year-old is rated as among the best players for his age in South America.
In Argentina, it's been suggested Barcelona and Velez have struck terms for the teen.
However, TMW says Chelsea, Real Madrid and Manchester United are also in contact.
And while there's claims of Barca paying an initial €1.2m for Prestianni, the youngster's contract carries a €6m buyout clause.
