The Brazilian teenager was not given a visa in January, but now appears to have succeeded.
Santos posted on social media that he had been given a work permit, but it is unclear if that is for the UK or the USA.
Chelsea are heading to America for their pre-season tour, and Santos may have been referring to that trip.
Per the Evening Standard, if he can get a work permit, Santos is in the first team plans of coach Mauricio Pochettino.
The talented midfielder may replace the likes of N'Golo Kante and Mateo Kovacic.
