Chelsea have burned off rivals Arsenal and Tottenham by offering £55m for the Brazil international this week.
TMW says personal terms have also been offered a five season deal worth £6m-a-year plus the option for another 12 months.
The player's agent, Deco, is a former Chelsea player.
However, Raphinha's big hope is Barcelona, but the Catalans have been stalling on a move due to financial doubts.
