China's economic growth decelerated sharply in the second quarter of 2026, with GDP expansion falling to 4.3% from 5% in the first quarter, as a sweeping corporate austerity drive inside the financial sector compounds the country's persistently weak domestic demand.
The first-half GDP average of 4.7% masked a deepening divide between China's robust export performance and stubbornly subdued household spending. While factories continued to ship goods overseas at a healthy pace, spending at home remained sluggish — drawing fresh concern from economists and investors tracking Asia's largest economy.
CICC Layoffs Signal Distress Across China's Financial Industry
Beyond the familiar drags of a cooling property market and fragile consumer confidence, executives and analysts inside China's financial industry point to a less visible culprit: the systematic dismantling of corporate business expenses that once underpinned spending across restaurants, hotels and urban service businesses.
China International Capital Corporation (CICC) — long regarded as the country's most prestigious investment bank — has reportedly shed significant numbers of employees while slashing compensation for those who remain. Its troubles have sent anxiety rippling through the broader financial community. For many professionals, CICC's reckoning has become a signal of how deep the sector's contraction may run.
Corporate Apps Cap Employee Meals At 30 Yuan Per Trip
A Shanghai-based financial professional, who spoke to Storm Media on condition of anonymity, described how expense policies have been transformed over the past three years, reshaping the texture of daily professional life.
Before 2023, it was standard practice for senior staff to travel in business class on flights and high-speed rail. Today, even a first-class seat on an intercity train requires authorization from a department or business unit head. Per diem travel allowances — once paid out daily without requiring receipts — have been quietly abolished at many institutions.
In their place, companies have deployed proprietary mobile applications that govern every line item of a business trip in real time. "Each expense is locked by the system according to your rank," the professional told Storm Media. For ordinary employees, the per-meal reimbursement ceiling on business trips can be as low as 30 yuan — roughly NT$145, or about US$4 — and must be spent through the company app at approved vendors. "This is disgusting," the person said. "Employees on overnight trips can only eat takeout in their hotel rooms."
From Efficiency Tool To Daily Burden For Frontline Staff
The professional acknowledged that the app-based platforms were not introduced with bad intent. By routing charges directly through a corporate account, employees no longer need to advance their own funds or gather paper receipts; digital invoices flow automatically to the finance department, streamlining tax records and reducing opportunities for expense abuse.
"We don't need to advance payments. We don't need to gather invoices," the person said. "And the electronic receipts go directly to the admin department — the tax system can process them automatically. It genuinely cuts down on accounting workload and misuse."
But a system built for efficiency has hardened into one that strips workers of basic flexibility. Under the old framework, an employee with a 50-yuan meal allowance could spend it freely — on coffee, an afternoon snack or a sit-down lunch. Under the app regime, both the amount and the vendor are predetermined. When a client or partner covers a meal, the allowance cannot be redirected; it simply lapses.
For lower-ranking employees, every business trip now means navigating fast-food chains and budget canteens on the app's approved list. "In the long run, this is also bad for employees' health," the professional said.
For Beijing's policymakers, the picture is troubling. Reigniting domestic consumption requires workers to have the means and confidence to spend — but an austerity drive embedded deep in corporate structures, combined with wage cuts and rigid expense controls, points in the opposite direction at every turn.
