“Despite not drinking and driving, the act is still illegal”

Police clarified that since no one was actually behind the wheel, the incident didn’t technically qualify as drunk driving. However, they emphasised that the act was still illegal.

According to Article 31 of the Road Traffic Safety Law of the People’s Republic of China, no individual or organisation is allowed to occupy the road for non-traffic-related activities without proper authorisation.

It was also reported that during the incident, the car was pushed along both motor vehicle and non-motor vehicle lanes, an act that falls under the offence of illegally occupying the road for non-traffic purposes.
