CM Flying Squad has unearthed an alleged scam in Health Department, in which employees drew higher salaries than their entitled pay. The employees allegedly altered allowances on the e-salary portal to draw the extra money.

Two FIRs have been registered against the employees at the Shahzadpur and Naraingarh police stations in Ambala.

According to the FIR registered at the Shahzadpur police station on May 12, Jarnail Singh, an MPHW (Male), in connivance with the then SMO, Dr Tarun Prasad, drew over Rs 94 lakh during the financial years 2022-23 and 2023-24 by altering allowances on the e-salary portal.

They allegedly made fake entries in government records and embezzled the amount. Both have been booked. During the inspection, Jarnail Singh managed to flee. Then on Thursday, following a tip-off, a joint team of CM Flying Squad and Health Department conducted a surprise inspection and checked the records of employees at the Civil Hospital, Naraingarh.

As per the FIR registered on May 15, there were complaints against DSP Subhash Chand and ward servant Mohan Lal, who retired in August last year.

Subhash Chand is responsible for preparing salaries and other bills related to purchase, medical, and contingency expenses. The employee was found to have been on leave since May 12.

As per the complaint, the accused used to make forged entries in the allowances on the portal to draw extra salaries. Subhash Chand had allegedly also claimed ACP arrears twice. Subhash Chand made forged entries in the special allowances and other allowances of Mohan Lal. Both the accused have caused a loss of over Rs 21 lakh to the state exchequer by drawing extra salaries since 2023-24.

A case has been registered against Subhash Chand, Mohan Lal, and others on charges of cheating at the Naraingarh police station. As per CM Flying Squad, the involvement of some other employees cannot be ruled out at this point.

An official in Health Department said that SMO Tarun Prasad is set to retire at the end of May. Subhash Chand has been on leave since May 12, the day an FIR was registered at the Shahzadpur police station, while Jarnail Singh managed to flee during the inspection.

Subhash Chand and Jarnail Singh used to prepare the salaries, had access to the portal, and made fake entries in the allowances on the portal to get undue benefits. Negligence of some officials has come to light, and some more employees are on the radar of CM Flying Squad.
