
MANILA, Philippines — The Sandiganbayan Sixth Division on Tuesday denied the bail petitions of nine people charged along with former lawmaker Elizaldy Co.
The Office of the Ombudsman filed the case—for alleged malversation of public funds through falsification of public documents—before the Sandiganbayan last November in connection with a road dike construction project in Oriental Mindoro.
In a 41-page resolution promulgated on March 10, 2026, the court said it found that Gene Ryan Altea, Ruben Santos Jr., Dominic Serrano, Montrexis Tamayo, Dennis Abagon, Juliet Calvo, Lerma Cayco, Gerald Pacanan, and Felisardo Casuno were "not entitled to bail."
"It must be emphasized that the Courts ruling herein is not a prejudgment of the guilt of the said accused. The Court merely determined the weight of evidence for the purposes of bail," it said.
