ENFORCEMENT authorities in Kuala Lumpur are intensifying efforts to curb the ongoing problem of unlicensed photographers, or "photo vultures," who operate in tourist-heavy areas.
In a recent operation, three individuals had their photography equipment confiscated for engaging in unauthorized photo-taking activities.
The operation was carried out by the Kuala Lumpur City Hall (DBKL) in popular locations around the Petronas Twin Towers (KLCC), Jalan Ampang, and Jalan P. Ramlee.
“During this enforcement action, three individuals were subjected to equipment seizure for photographing people in public spaces without permission,” DBKL said in a statement.
“Investigations revealed that among those involved, one was a foreign national, while the other was a local resident.”
Additionally, DBKL issued six traffic fines under the Road Transport Act 1987 for vehicles violating regulations in the area.
The local authorities have made it clear that they will continue to take a firm stance against illegal activities, emphasising that any actions damaging the image of the city or breaking the law will not be tolerated.
“Any unlicensed activities, legal violations, or actions that negatively affect the city’s reputation will be met with strict legal consequences,” the statement added. “We remind the public to comply with the law and cooperate with the authorities.”
Earlier this week, on Monday, 25 individuals, known as "photo vultures," were arrested in a separate enforcement operation around the KLCC area.
The group, consisting of 23 men and two women, ranged in age from 16 to 48. Among those detained was a Filipino man.
The suspects were remanded for three days to assist in the investigation, which included a check by the National Registration Department (JPN) to verify the authenticity of their identification cards.
This crackdown follows another similar operation on March 22, during which 18 individuals were arrested after allegedly assaulting two men following a dispute. - April 4, 2026
