Palace boss Patrick Vieira admires McNeil and is keen to bring him to London this summer.
The midfielder is expected to leave Turf Moor this summer after their relegation.
The Sun says West Ham also admire 22-year-old McNeil but the Clarets' asking price could prove difficult for both London clubs.
For his part, McNeil would be open to remaining in the Premier League next season.
