MANILA, Philippines — The Department of Agriculture (DA) has filed complaints with the Office of the Ombudsman against several Department of Public Works and Highways (DPWH) officials and private contractors over ghost farm-to-market road (FMR) projects in Davao Occidental.
The complaint covers eight FMRs totaling approximately P94 million.
The DA alleged that the respondents cited in the complaints falsified Statements of Work Accomplished, Certificates of Payment, and Disbursement Vouchers to claim that the FMR projects were completed to facilitate the release of public funds. However, the agency said field validation showed that the projects were not implemented.
