
MANILA, Philippines — Two Philippine cities reached the top 40 of the 2025 TomTom Traffic Index, which measures most congested areas worldwide
Ranked 12th was Davao City, which had an average congestion level of 66.2 percent, with 4.4 kilometers average distance driven in 15 minutes.
It has an average travel time for a 10 km drive of 34 minutes and 17 seconds and a 14 km per hour average speed during rush hours.
Its worst day to travel was recorded on Aug. 19, 2025, when it had a 112 percent average congestion level, peaking at 229 percent congestion level at 5 p.m. and a 2.2 km distance driven in 15 minutes during the peak time.
The time lost due to traffic in the rush hour in 2025 was 168 hours, which is seven days and 40 minutes, which was 6 hours and 23 minutes more than in 2024.
Meanwhile, Manila ranked 40th, with an average congestion level of 57 percent, average 15-minute distance drive of 4.7 km, average travel time at 31 minutes, 45 seconds per 10 km drive and has an average rush hour speed of 15.2 kph.
Its worst day to travel last year was last July 29, which had an 88 percent average congestion level, with a 149 percent congestion level at 6 p.m.
Topping the list was Mexico City, Mexico, which has an average congestion of 75.9 percent, followed by Bengaluru, India (74.4 percent), then Dublin, Ireland (72.9 percent).
Lodz in Poland (72.8 percent) and Pune, India (72.8 percent) round up the list’s top 5.
According to its website, the TomTom Traffic Index evaluates cities around the world through average travel time and congestion levels.
