BACOLOD CITY — As the global shipping industry grapples with the dual challenges of rapid digitalization and a green energy transition, Capt. Rogelio Paramio, head of the Maritime Department at DMMA College of Southern Philippines (DCSP), voiced out a powerful message for the Mindanaoan maritime sector during the recently concluded 51st PAMI Annual Convention.

Speaking on the sidelines of the convention, Captain Paramio articulated a vision where Mindanao serves as a primary engine for the Philippines’ push toward future-ready seafaring, proving that the region is fully equipped to meet the world’s most stringent new requirements and global shifts.

Captain Paramio’s insights serve as a strong support to the national maritime education agenda, emphasizing that the Mindanao

Advantage supports maintaining the Philippines’ global lead. Through DCSP’s strategic location in Davao and its close ties with international manning agencies, the school is ensuring that Mindanaoan talent is vetting-ready for any global eventuality.

Captain Paramio noted that Mindanaoan cadets bring a unique brand of resilience and cultural awareness. By providing world-class, STCW-compliant training in Davao, the institution is answering the global call for seafarers who are not just laborers, but leaders of high-tech vessels.

Technical mastery for a low-carbon future

Highlighting the school’s commitment to the industry’s green push, Captain Paramio detailed how DCSP has overhauled its Marine Engineering and Transportation curricula to include decarbonization training for engines running on ammonia and methanol. He further detailed the integration of digital literacy, including AI-driven route optimization and cybersecurity, to ensure cadets are never caught off guard by semiautonomous bridge systems.

In a direct response to the requirements of Marina, CHED, and European (EMSA) standards, Captain Paramio emphasized that “DCSP has modernized its training and assessment facilities to remain at the gold standard. This proactive investment ensures that European and global shipowners can rely on Davao-trained graduates to be competent from Day One.”

Captain Paramio also underscored that being future-ready extends beyond technical skill. DCSP has integrated holistic programs focused on mental health, ethical decision-making, and communication, preparing cadets for the psychological pressures of modern maritime life, such as prolonged isolation and intense digital reporting.

A strong testament from the south

The message from Captain Paramio at the PAMI Convention was clear. DCSP is not just keeping pace with global changes, it is leading them. His leadership at the Maritime Department stands as a strong testament to the south’s capability to produce the gold standard of global seafarers.

DCSP is a leading maritime higher education institution based in Davao City. Under the expertise of Captain Paramio and team at the maritime department and president Gloria Uriarte, the school produces world-class Filipino seafarers who are technically proficient, digitally adaptive, and mentally resilient.
