City Hall (DBKK) needs a long-term masterplan that ensures continuity of its social, economic and community development planning and implementation.
DBKK’s Innovation and Research Department Director Dr Benedick Oliver Lidadun said the masterplan must be allowed to function for a certain period of time, depending on the necessity for it to be reviewed.
“Because of our current administrative system, every in-coming mayor may have different priorities and want to push certain programmes.
