
Kota Kinabalu: City Hall (DBKK), with approval from the State Government, has reinstated the original licence fee rates under the Kota Kinabalu City (Hotels and Lodging Houses) By-laws 1966, effective Jan 1.
“The calculation of hotel and lodging house licence fees is based on the formula stated in the Kota Kinabalu City (Hotels and Lodging Houses) By-laws 1966, taking into account the hotel class category and occupancy rate,” said DBKK in a statement, Thursday.
Advertisement (adsbygoogle = window.adsbygoogle || []).push({});The actual fee charged for each occupied hotel room is RM4.65 per room/day for Class 1, RM2.65 per room/day for Class 2 and RM1.30 per room/day for Class 3. If the room is unoccupied, no fee will be charged.
DBKK must enforce any legislation or regulations as stipulated in the laws applicable within Kota Kinabalu City. This includes the collection of licence fees.

It is also emphasised that this hotel licence fee is one of the hotel business operating costs and can be considered in the annual income tax declaration process for hotel operators.

Additionally, DBKK has created an online occupancy form filling system in the DBKK e-Services web portal to facilitate calculations and payments for hotel operators.

These engagement sessions with hotel and lodging house industry operators served as a platform to explain the implementation mechanism of the by-laws while gathering feedback from industry players.
Regarding the Short Term Rental Accommodation (STRA) issue raised by hotel associations, DBKK has already taken steps by establishing specific guidelines for STRA in DBKK, which have been enforced since Jan 2 and are also subject to the Kota Kinabalu City (Hotels and Lodging Houses) By-laws 1966.
DBKK appreciates the hotel operators who have fulfilled their responsibilities. As of Jan 15, more than 50 per cent of hotel operators, totalling 99 establishments, have paid their hotel and lodging house licence fees for January 2025.
