
Kota Kinabalu: The implementation of National BIM e-Submission (NBeS) is expected to improve the quality of digital building plan approval services, said City Hall (DBKK) Mayor Datuk Seri Sabin Samitah.
He said building plan approval was an important process for development in Kota Kinabalu, with DBKK giving priority to accurate plans and thorough assessments in the interest of public safety.
“We are implementing NBeS for the initial review of building plans digitally, while early screening and corrections can enable officers to focus on matters requiring further assessment, with plans that meet the requirements targeted for approval in less than 10 days,” he said when officiating at the NBeS DBKK launch here on Monday.
Sabin said the initiative was an initial step towards reforming DBKK’s building plan approval process, including the planned development of an online plan application system (e-Submission) beginning in 2027, while the NBeS would also allow application information and status to be tracked more systematically.
Assistant Minister to the Chief Minister Datuk Joniston Bangkuai, who also attended the launch, said the implementation would help organise information, identify technical issues earlier, improve transparency and maintain safety standards, while supporting the Sabah Maju Jaya aspiration.
